I have reason to believe the chinese built Unit 8.

If you're talking about the MP-Eva Unit 08 from EoE, then yes.

If you're talking about Mari's Eva-08 from Rebuild, then that doesn't constitute a proof.

I dont think so. why would Unit 6 not get the "go ahead" while unit 8 got approved. Points to the idea that they were produced in different countries

And if we are talking about the eva series, then seele would have created them.
Would seele have that kind of authority and power to have multiple countries bow to their demands?
and then why would seele need the U.S. approval?

It's not entirely clear why the Chinese guy is meeting with Gendo and what he's referring to. You'll remember that by EoE, places like Germany and China had MAGI's that were doing Seele's hacking, there's nothing to say that the Mass Production Evas (including Eva-08) weren't produced across several countries all over the world. It could be that a lot of the "politics" are just for show or part of the "motions" in order to get the things that Seele wants done, that is to say, they've got ultimate control, but they can't just go around telling people exactly what to do. They have to go through the motions of acting as if they're independent, being part of the UN, in order to ultimately accomplish a goal. The conversation on the plane in Episode 7 could simply be a part of this.

Not 08, only 05 and 06. From episode 22:

They were almost certainly built for pilot functionality, then Seele just had them outfitted with Kaworu Dummy Plugs.
