I doubt that new film proposal was for a direct sequel to EoE - or at least the version of it that we know. It makes sense that the plan for EoE would be revised when it became clear that it would be the true 'end' of Evangelion.
Regardless it sounds amazing, especially considering the power of the images Anno was putting out in the EoE era.

I was able to hit up TIFF last week on the last day of my tour (the 29th). It was the only day that a Rebuild movie was showing and I had availability since The World of Hideaki Anno was only for a week. Bought a ticket for 2.22 online thinking I'd be getting a Japanese only screening.
Made it out to Nihonbashi but had a hell of a time finding the theater. Ended up asking a cop at a koban how to get to Coredo 2 with 15 minutes to go before the screening and it was a few blocks away. Even when I got there I wasn't sure how to handle the QR code I'd been emailed and spent another 5 minutes waiting in line to get told to just to go up to the specific screen and show it to them. Did so and right after I got in the lights dimmed and I used my phone to find my seat. Theater was not full.
Even better was the subs that came on. This was the second time I'd seen 2.22 so it was quite refreshing. Afterwards snagged a free TIFF program and picked up the character cover variant for the Yamato 2199 movie. On one of the lower floors they had this:

There is not too much in the way of new or surprising information in these interviews, though he does mention, in response to a question about a Nausicaa sequel, that if it happens he doesn't think he'll be directing it.
Here are quick translations of what were probably the most interesting questions and responses.
- You had stated that, with the ending of the Evangelion TV series, it was time for Otaku to go back to reality. Has your thinking on that changed in any way since then?
Anno: Fundamentally there has been no change, but at the time of the TV series I was pushing that to the forefront. Now I am in a certain sense resigned, no longer at the point where I would push it to the fore. Even if I do, people are not going to change, and looking back I wonder if it was any of my business doing so. Still, I think it was necessary at that time. I do intend to send the necessary message at the necessary time, but today a different message is more important.
- Did you found Studio Khara with the intention of changing the course of the anime industry?
Anno: We're a long way from that. And, it's not that I [founded it because] I want to change the course of the industry. I want to preserve the environment that makes the creation of anime possible. Now, because keeping the industry from collapsing takes priority over changing it, I want to stop it from collapsing. The people are disappearing, and so on. We have a shortage of talent, and a shortage of funding, and I believe that, because the works that are being made are becoming increasingly narrower, Japanese animation is losing its variety, and currently heading further and further down a blind alley. I do want to break away from this, but it is preservation rather than change that comes first. That is a task that will extend a long ways into the future.

- He likes 2001, but does not regard Kubrick as a particular influence.

Well, seeing how the recent anime industry vomits by the shitton the same slice-of-life/harem/kawaii-loli sludge with only the character's name and uniform changed, I tend to agree with him.
A chance that there's still a core of hardcore creators that have the gals to try to be creative, like Anno, Imaishi, Urobuchi from time to time, or Watanabe.
But yeah, the old guard is stepping out, Miyazaki being the most notable one, and Anno must now have the strange realization that he is the "old guard" now.
Another thing interesting in the interview is that he said that trying to sent a message to Otakus isn't his objective anymore, and that another message is more important to convey, that will certainly be a central part of Shin Eva. What could it be?
