As you pointed, the glyphs are the same as 10,1; just turned 90º to left and right. Aaaaaand they are sided with 13a/13A (Shinji/Kaworu). What does this mean? Well, we can presume that the original glyph could mean "being", "pilot", "trigger"; and the position of the glyph could represent the condition/state of it, like "lilin", "angel", "hybrid".
This conclusion brings me to Yokai's post up there:
Perhaps the remaining 40 are the main kana in hiragana or katakana?
Or... kanji?
