So, decades old theories with same old insurmounted problems get drummed up by Wired because some neuroscientist stumbled upon some of the literature and treats it as something of a breakthrough? Pfffft. Panpsychism in these sort of guises is nothing new in contemporary discussion and no version has managed to plausibly explain the emergence and deal with the problems - not least of which seems to be that pansychism is more of a label for the problem than solution to the mind-body problem. Giulio Tononi's Integrated Information Theory offers nothing new or noteworthy.
At times like this I wish mainstream media wasn't so fucking uneducated about subjects such as these but I guess this is a feeling one gets whenever mass media writes on specialist subject you're more familiar with than the most.
As for internet: as computationalist models of mind in general (whether physicalist or panpsychist or property dualist) seem utterly hopeless for variety of well-known reasons in the field (such as indeterminancy issue inherent in all processes physical) I wouldn't give too much weight for the idea, even if it makes for some fun science fiction fodder.

Christof Koch: I grew up Roman Catholic, and also grew up with a dog. And what bothered me was the idea that, while humans had souls and could go to heaven, dogs were not suppose to have souls. Intuitively I felt that either humans and animals alike had souls, or none did. Then I encountered Buddhism, with its emphasis on the universal nature of the conscious mind. You find this idea in philosophy, too, espoused by Plato and Spinoza and Schopenhauer, that psyche — consciousness — is everywhere. I find that to be the most satisfying explanation for the universe, for three reasons: biological, metaphysical and computational.

The one-child policy is actually not literally one child - the areas where it really applies are urban areas. In other places, it's actually one child and conditionally two and rural areas usually have two children (minorities are allowed up to three or four). Not as simple as it sounds. Anyway, that's just a minor conditional change and that won't change the enormous damage that has already been done, or the millions of baby girls gotten rid of for the sake of the policy. It's too little, too late.

If it were only the one-child policy causing this, why isn't female infanticide and selective abortion lower in rural areas of India, where there is no family-planning policy?
But, yes, it is disturbing to read that in the old rules, rural families were allowed to have a second child -- as long as the first one was a daughter.
This isn't something that's popular to say in public, but I can certainly understand the need for population-control policies when there are limited resources available. We're lucky in the rest of the world that it seems as if population growth rate slows as quality of life improves.

That's because India and China both have a tremendous emphasis on male children. The one-child policy made it that much easier - or should I say - that much more imperative to kill girls en masse(The Chinese, like Indians, saw girls as a huge economic burden and essentially 'worthless' and given the chance to get rid of then, took it). Someone did a study on the rate of female foeticide and infanticide and it turns out that social and economic changes in both rural India and rural China are leading to the eradication of girls. It's horrific and disgusting whatever which way you cut it.
