I take that kind of to mean that bits and pieces of memories will be imprinted on the next recipient of his soul but not everything is retained.

He's talking about how your intentions linger on after you die. In time, a lot of the subtleties (grey areas) of you are forgotten, and what's left is a simplified perspective on who you were and your intentions. In that respect, Kaworu is spot on. Look at how we whitewash famous historical figures.
I don't think that monologue is talking about soul transference, at all. In my eye it's a serious, down to earth kind of thing to say about what you leave behind. It could even be Anno talking to the audience.
