Not really plausible. I rate Time Loop and Sequel/Prequel Theories the same: they may look good on paper but the whole point of Rebuild is to establish it as a separate, alternate ending from EoE. No time loops or returns from the original TV series. Additionally, while Kaworu's dialogue might seem suggestive, he never exhibits any reason to be able to use Quantum!Magic. Rei could only use Quantum!Magic when reunited with her body as Lilith, and I doubt even she had enough power to completely reset time. So there's no way Kaworu, who never re-united with his Angel body, can use Quantum!Magic. Time loops are a bit too radical, even for Evangelion (I don't think they'd even fit in the rubber science category).
