It's a half-truth at best. "World Revolution" certainly was not referring to foreign conquest like Operation Barbarossa, and besides, Stalin was pretty infamously in favor of isolationism and internal economic development, Socialism in one country and all that.
I don't think this is a discussion worth having, though, honestly. There's no real way to know for sure what the guy or his nazi comrades did or didn't do. I just feel like it's unnecessary to play devil's advocate for someone who is, let's face it, rather transparently a fascist and proud of it.
