There is very likely some truth to the idea Evangelion was something of a "trojan horse," whose content turned out to be shocking for broadcast television. Of course, had it not been on broadcast TV, it seems less likely it would have captured the imagination of the larger public as it did. Anime has never quite developed itself to a non-otaku adult demographic in Japan the way manga has. If you're, say, 46 years old (Hideaki Anno's age) in Japan and you're not an otaku, you can still find several dozen contemporary manga series that will speak to your interests and demographic. They're represented in such magazines as Kodansha's Morning and Shogakukan's Big Comic. But anime has only a few TV shows that might interest the 46 year-old non-otaku, and this is arguably a major failure of the medium.
