Eva- unit 00's soul

Apparently this has still been left unsolved. Who's soul is in the core of unit 00.

I think it is Naoko Akagi. The main reason i say this is, in episode 14 when unit 00 went berserk it tried to arrack Gendo through the glass. Perhaps she was still mad that gend told Rei she was a hag?
