Currently it's one of the lowest in the world. Japan is such a competitive, over-crowded, costly place to live, that more and more people are choosing to either have only one child, or to have no children at all. Apparently in the world of Evangelion the second impact did nothing to aid Japan's birth rate.

Yes but the planet suffered a MASSIVE disaster at the same time. The Hedgehog's Dilemma is a much simpliar answer that actually fits. Look at all the characters we know a good deal about, what do they all do? Misato said it best in EoE:

I dunno, maybe the contradictory information earlier in the series. Maybe the fact that most of what she is talking about is the Evas. Maybe because the word human goes well beyond the Lilim. If the Chamber of Guf is empty the all Angels throughout the galaxy are fucked. It makes much more sense for each Seed to have their very own Guf.
