Was every woman infertile at the time of 3I?
I just remembered that i came up with this idea when i hear something along the lines of
"3I will occur after the Chamber of Guf is empty/shut"
~OR~
"2I opened the Chamber of Guf, allowing for the Lilim"
Ill develop the idea more when i have the time.

No explicit reason is given for this. However it indicates children are still being born, albeit at slower rates. It may have had more to do with one of NGE's themes, the infamous Hedgehog's Dilemma. Humans constantly pushing each other away makes it kinda hard to start a family don't it? Also Asuka seems to think it's possible for her to get pregnant.

I don't even want kids!
Oh, but God forbid any of these theories have any validity! After all, we are just brainwashing innocent people with Reichu's fanclub propaganda!--Trigger's Elysium sarcasm for the masses!

A declining birthrate is mentioned in Evangelion, but if you know anything about the socio-economic problems of modern Japan, you will know that Japan's birth rate has been steadily declining since the 1980s. Currently it's one of the lowest in the world. Japan is such a competitive, over-crowded, costly place to live, that more and more people are choosing to either have only one child, or to have no children at all. Apparently in the world of Evangelion the second impact did nothing to aid Japan's birth rate.

If you want to fabricate a technical explanation, you can always use the Angels. It's said that the offspring of two Seeds of Life cannot inhabit one planet, but it's never really explained why. Birth rates start decreasing after the Angels are given souls and begin to incubate -- are "awakened". ..."Competition for metabiological resources"?

I think that would be reaching. It is more likely that Lilim and Angels cannot geographically coexist, one must displace the other, much like the Neanderthal and the Cro-Magnons.

Not if you're trying to fanwank an explanation that takes more than one tidbit of information in the show into account.

Yes but the planet suffered a MASSIVE disaster at the same time. The Hedgehog's Dilemma is a much simpliar answer that actually fits. Look at all the characters we know a good deal about, what do they all do? Misato said it best in EoE:
Sadly, we had to reject each other - even though we're all human...

It was the Reiquaruim during Ritsuko's breakdown.
She may have been speaking about Adam's Guf since you know she was talking about the Evas and such. Since the context is unknown IGNORE IT.
EDIT:
LOL Ornette beat me
RITSUKO (OFF):
The things here are dummies.
And nothing more than parts for Rei.
Humanity found a god and, in their joy, tried to make her theirs.
That's why there was divine retribution.
That was fifteen years ago.
The God they had gone to such lengths to find, also vanished completely.
But then, they tried to revive the God on their own.
That god was Adam.
And, from Adam, humans were created in her image.
Those were the Evas.
Shinji (OFF):
People? They're human?
RITSUKO:
Yes, they're human.
The Evas do not intrinsically have souls,
but human souls reside within them.
They were all salvaged.
The only vessel that contained a soul was Rei.
She was the only one born with a soul.
The Chamber of Guf had been emptied, you see.
The Rei-like things here have no souls.
They're just vessels.
That's why I'm going to destroy them.
Because I hate them.

Mad-woman talk perhaps, but does she really say anything incorrect? And how many other people would know what their little conclave know about all this ...stuff
"Human" was the last thing identified, so it would follow in english grammar that the following pronouns would refer to it. And to me at least, i feel that the topic of the second stanza is clearly humans, as set up by Shinji's question and the first line of the second stanza.
(can i have the Japanese passage for this? Im not great, but i know enough to figure things out if i need to)
Honestly, why would you reject that?

I dunno, maybe the contradictory information earlier in the series. Maybe the fact that most of what she is talking about is the Evas. Maybe because the word human goes well beyond the Lilim. If the Chamber of Guf is empty the all Angels throughout the galaxy are fucked. It makes much more sense for each Seed to have their very own Guf.

Last time i checked... FAR only sent Adam to Earth. Thats why they called it "Adam's Chamber of Guf" and "Lilith's Chamber" etc etc
I only recall hearing The Chamber of Guf. But let's review. First she's talking about Adam, then the Evas, finally Rei who was born by abnormal means in an Eva. See the pattern here?

i was referring to other parts of the series. Im pretty sure we can agree that the Chamber talked about in 2I is different than the one talked about in 3I, no?
as for the poem, the subjects are:
RITSUKO (OFF):
The things here are dummies. Rei
And nothing more than parts for Rei. Rei
Humanity found a god and, in their joy, tried to make her theirs. Mankind
That's why there was divine retribution. Adam/2I
That was fifteen years ago. 2I
The God they had gone to such lengths to find, also vanished completely. adam/2I
But then, they tried to revive the God on their own. Adam/2I
That god was Adam. Adam/2I
And, from Adam, humans were created in her image. Evangelion
Those were the Evas. Evangelion
Shinji (OFF):
People? They're human? Evangelion
RITSUKO:
Yes, they're human. Evangelion
The Evas do not intrinsically have souls, Evangelion
but human souls reside within them. Human souls
They were all salvaged. Human souls
The only vessel that contained a soul was Rei. Rei
She was the only one born with a soul. Rei
The Chamber of Guf had been emptied, you see. Lillith's Chamber
The Rei-like things here have no souls. Rei
They're just vessels.Rei
That's why I'm going to destroy them. Ritsuko/Rei
Because I hate them. Ritsuko/Rei
I outlined the subject of each line. Challenge it if you wish

I'm not saying any of it should be rejected. I was just being facetious. Hmm, was it Fuzzy Chickens that called her mad?
