This is apparently it www.nicovideo.jp/watch/1426822594 (seems like an official NGE site it's linked back to) though seems no way to view it unless you have a Japanese IP.
You have to log into Nico Nico which is fine and good, but then the proxies don't want to work or aren't secure.

the quality is horrible ... it is difficult to evaluate the quality of the new master.

It should also be noted that footage of the opening is not a useful way to judge the remaster.
The show itself was shot on 16mm film. However, opening and ending animation is pretty much always shot on 35mm film. This is done because in the olden days all the credit text had to be optically composited. With each optical composition step the quality degrades so it's always best to start with higher quality, thus 35mm film for the raw animation. Since credit text can vary from episode to episode what happens is they take the 35mm master, add the text layer and photograph that onto 16mm film for every specific episode.
Once you're in the digital era though what usually happens is they just take the clean 35mm master and add all the credits digitally. That will look much cleaner and not a useful indication of actual episode footage.

since I have trouble uploading the video, I did some Screenshot. the quality of this preview is very low and can not be used as an evaluative of the new master
comparsion: Left: DVD Platinum (ita) Right: PV
NOTE: the source of the pv is very low in quality, so don't compare definition or compression, this comparison is only for colors-things

The new footage looks slightly warmer in tone than the Platinum DVD. I knew something was going on there. Though, the compression might be messing with the colors as well. I’m noticing that the gradient behind Fuyutsuki is a but more gradual in the DVD than the one behind him in the new, horribly compressed video.

You can have one - it's informally known as Rebuild (the aspect ratio even changes between the second and third films!).
