Um, no, it doesn't. It could be, since it's Gainax, it's a similar pose, and that was during Simon's "lolemo" phase.
However, that doesn't mean it's a reference, as both Misato and Yoko are abused by the studio for fanservice. It'd be like saying you could tell Gainax made He Is My Master from the way the characters' breasts jiggle so much.

Oh god, you guys think EVERYTHING is a rip-off/reference to NGE. Although....this comparison DOES make sense. Simon and Shinji at the times were whiny boys and had a mother-like figure with curves bend over them and yell at them. Bah, who am I kidding? It's totally a reference.

Jung Freud was in that scene, you know. But not Noriko or Kazumi, which is weird. Maybe because Jung has the biggest bust of the trio, though they DID give Mahoro a nice set of knockers.
