Is the Anti L shielding system temporary?

The system used for restoring Paris is labeled as the Anti L Sheilding System. Given its name, shielding does not represent a permanent solution.
On top of this, why is this system not active when Wille arrives? It's meant to reverse L matter/Core or whatever so wasn't it in use when Near Third Impact or the speculative Third Impact Actual was triggered? Could it be that Unit 01 triggering N3I didn't activate it or did Nerv Hq suffer a blackout when N3I or TIA was triggered and no warning was sent out?

It seems like they did not have this technology until then - it was a last ditch attempt by the Parisian NERV enployees to protect the city either right during NTI or sometime after. The techies are seen working it out talking about how its an "enigma" etc and continuing the work of their predecessors.


They do speak about hurrying to fetch the parts tho.
