We know 3 things.
1. The FAR sent out 7 Seeds of Life, 2 of which landed on Earth (NGE 2 game for PS2).
2. Of those 2 seeds, only Lilith gave rise to extensive new life, Adam never really got the chance.
3. The "fruits" of any given Seed of Life must be predetermined, otherwise there would be no need for Spears of Longinus to deactivate a second seed (as it could just choose to change the type of fruit it bore to fit the life forms already on the planet).

This leads me to conclude that not only were the 17 angels descendents of the FAR (why else would they care about accessing Lilith?), they must have descended from other Seeds of Life on planets elsewhere in the galaxy.

There's also the fact that there may be many, many other similar angels from those same planets, not described in the dead sea scrolls, who simply saw no need to pursue Lilith. Perhaps the 17 who came to Earth were only particularly ambitious angels.

Adam released a bunch of kids during Second Impact, but didn't finish the job. The Angels are looking for Mommy but can't tell the difference between the signals of two different Seeds of Life (which makes sense; the function would've never been necessary if things were going according to plan).
