The first just looks like nonsense art from Gainax (Oh noes, Rei shot up the school). I first thought it had something to do with rebuild, but the doubts quickly piled up.
The second image is very intresting... I don't recall this character from any of the games I have seen. Makes me wonder if this would be a new character from rebuild or any future NGE project. The style of art looks a bit different than the stuff we know and love, and I don't see any Gainax labels on the image. Therefore a translation of the moonspeak would be very helpful, if possible.

Think it's from something else (eg other show) or just a fanwank. Considering how Rebuild:02 isn't even out or storyboarded(if memory serves me right?) yet...

Either way I am sure we will find out quickly enough.

Sadamoto is the character designer for Webuild. The person who drew this is Hide-something Ishikawa, who flunks the Google Test for "EVA(NGELION)" [or エヴァ(ンゲリオン), rather].

"Fan-art 'tte, deshou ne?" Wait for Newtype scans or something.
