Hmm? There are two common views:

1. Matariel.

2. Seele.

3. The goverment.

It was not Kaji that much we know for sure.

It's kind of implied that it was Kaji. The idea was that Seele was able to figure out a lot of the layout and organizational systems of Nerv by observing the way in which Nerv got everything back up. This is the very first sign of what Seele is planning in The End of Evangelion. It is never experessly stated that it was Kaji, but logically, who else could it have been?

I supose, I mean Kaji did run away from the site afterwords. But I still don't think it was him.

Yes I suppose it was most likely Kaji working for SEELE, but lets not forget his real motivation......

Money.

Well he is a triplle agent, almost a mercenary. They work for tons of money.

I know they go into Kaji's backbround in the manga and hints why he does what he does, but we never get a very good idea in the anime.

Er, I don't think Kaji was doing it all for the money. That's not in his character. In the manga, Yoshiyuki Sadamoto goes into his background and we find out that after what had happened to his friends and his brother, Kaji wanted the truth.
In the anime, we don't get into it as much, as you said, but I think we can assume the same thing.

It probably was Kaji who shut the power off, though. That much I can agree with..

I was being facetious. Getting stuck in the elevator with Misato was his real motive.

If he even did anyhing.

Oh it was Gendo. He didn't want to seem rude by cutting his son off, so he cut all the electricity then. This ended up backfiring though, but it was quickly explained with "Erm, it was in the scenario all right."
