I find the fetishization of prepubescent little girls to be discomforting whether it's drawn or not. There are certain things that happen at Comiket that ought to stay at Comiket.

This would actually be true under almost all standard uses of concept in Japanese discourse but no, as Stillborn's post I quoted was ambiguous enough to include "underage anime girls" in general.

It is sometimes surprising how normal it can be depending on the environment. At the bondage seminar that I went to at Anime Central 2012, during the pre-presentation period before the seminar was to officially start, the presenter (a short probably 40-something woman) had a slideshow going on on the screens off to either side with pictures of clearly loli girls in bondage, and nobody said boo about it.

It's desensitization. People in that panel have likely been exposed to underage anime girls being sexualized for years now. Compare this to someone out side the culture who isn't exposed to it often, indeed who very well might avoid anime because of the prevalence of underage girls, and they're far more likely to be shocked.

Bit of a relevant example, the "Sexualization of Minor characters in Evangelion" thread from the discussion subforum that got bumped last month. I only read a page or two of the thread but it was definitely a bit of a reality check. The last post in the thread prior to the bump was over nine years ago. Nine fucking years. I'm comfortable saying I don't even think most of the current (active) members of this forum had even seen Evangelion nine years ago. Nine years ago the western anime industry and culture were far different from they are now. This was before Haruhi, TTGL, and Geass. This was only a year into 4chan's life (which I only point out because of the effect 4chan has had and continues to have on western anime culture). Today I'd be (and was) legitimately surprised to see a thread like that, but nine years ago? I'm not so sure.

We start with social constructs that have created the whole category of "jailbait" out of what used to be the most nubile of our females. We then add to it a stylized art form that is equally happy drawing 30 (or 3000) year old females with the body of a 9 year old, and nine year olds with the body of a 20-something (though perhaps an outsized head).

Not a recipe for any sort of logical reaction.
