How come Ritsuko had to appear naked before SEELE? I mean, Gendo and Fuyutsuki didn't. Was this what she meant when she said, "I am Rei's deputy?" That SEELE really wanted to see Rei naked, but was afraid they'd all get arrested? Or did someone in Gainax point out that they hadn't made much fanservice use of Ritsuko thus far, and time was running out? But I should be ashamed of myself for even thinking upon these lines. It probably has some deeper Kabbalistic meaning.

I can think of only one practical reason as to why Ritsuko would have to appear naked before a group of aging men.
