The paper texture on that last one was a strange choice. Makes me wonder if they screwed up the layer order or something.

I'm pretty sure that's a standard Painter effect - you can set the paper structure freely to emulate drawing paper. Granted, it's usually used for watercolors, not this kind of smooth CG art...
