No, its really not that weird, I see like 5 sex scenes per western movies/tv shows that considered "normal", not sure why things like a few panty shots suddenly make Anime any more perverted than any other medium.

Anime wasn't always for perverts. But now it is made primarily for perverts. Now you don't have to be a pervert to like anime but once you accept that the medium & industry at large caters to pervert prurient interests you'll be happier in general.
I think the fact that anime is the only medium I know of where "fan service" is a commonly accepted term kind've underlines this point. It doesn't even matter what the context of getting skin is - unless it's a fringe show you can be that almost always that skin is going to be female & also almost always underage - if there's lady flesh on screen it's viewed as a positive. Your main female character getting raped by someone she thought was a friend? Throw in a shot drawn on 1's of her ass shaking about or her tits flopping around in their own close up & suddenly the fans are saying "It's just fan service".
Being a fan of something - in this case anime - doesn't mean you should just accept every thing made in that medium without thought. Being a fan means you should engage in a conversation with the works made & distinguish between the bad & the good. I'm kinda thinking a show called "Bikini Warriors" is not going to be one of the good ones & it sure as hell is going to have more than a "few panty shots".

Who cares? It's a shitty lowest-common-denominator show. You get this schlock in every medium ever. Same reason the book market is flooded with dreadful "erotic" novels you've probably never heard of (Taken by the T-Rex anybody?). Claymore actually does that pretty well. The almost-entirely female cast wears armor which basically consists of a skintight leotard and some shoulder pads, which leads to them getting dismembered, disemboweled and occasionally decapitated very, very often. I think it's also implied that the reason they wear those outfits rather than proper armor is because normal armor is pretty useless against the monsters they fight, so they might as well wear something that gives them greater mobility.
