You know, this is one of those little logic lapses that I loved from 2.22. I put it like this: You're in a kitchen. There are boiling hot, bubbling, popping liquids everywhere, so you should probably take care not to burn yourself. So what do you do? You expose as much skin as possible, of course. Ah, Anno. How I love you so.

I think Shinji had all of the Asuka he could handle after that little Pen-Pen incident. Besides, every time he sees her in anything even close to naked, she either kicks him in the face or forbids him to look. Of course, that's the superficial explanation; what you say is doubtlessly more correct, considering the inside of her psyche that we saw in episode 21 with Arael.
