This all also leads into the Eva (I think) howling in disapproval at the re-insertion of the Dummy System later in the movie.
Is this a way of interpreting the lines that adds the least new elements and corresponds the most with what we already know?

Why would they need such to blow up half a state to get such things when they have an S2-equipped Eva on the moon that they could test entirely unmolested?

Errr, anyway. From what I can tell, the "(Asuka)" note is just attributing the Eva's noise to Asuka, but they don't specify for the Eva to actually sound like her.
