The Chinese garment factories probably had t-shirt designers who, like everyone in the country who have little inkling of English, simply copy some random English text, paste it into their design program and print out the finished work, then make a print production run. As everything goes (except for nudity, Falun Gong or whatever the government disapproves), there's little to worry whether the text reads/looks like shit or even have 'shit' or 'fuck' on it, all it matters for them is to earn a buck.
I guess they just add the English to make it look more exotic. Much like how Westerners tattoo themselves with hanzi for an exotic effect.
