Shut up, Ray. Eva in general is premised on the notion of people not understanding one another. If Asuka had the slightest chance to gain some empathy for Rei that scene is easily possible. Asuka is not a monster; she is an ordinary human girl, and as such would react to Rei's circumstances with horror and disgust, just like any other sane human being. The structure of the show made that impossible, but that is a matter of circumstance, not character.

FWIW, many fanfics have addressed this. They are worth checking out.
I think she would've of eventually warmed up to Rei if weren't for things going down hill after episode 16. Asuka would've come to conlusion ''Hey, the First isn't that bad". A lot fanfics I've read shown Asuka doing exactly that and even going as far as respecting her while still being her Asuka self. Some fanfics even involve Hikari into the mix. You can file that into the list of wasted potential for the current, new theatrical movies.
The picture is cute anyway and isn't TOTALLY impossible.

The typical scenario involves Asuka being sent to Rei's place with homework instead of Shinji. She sees the state of Rei's living conditions, and is appalled. It isn't even a matter of empathy, really; she's horrified because Nerv is treating a pilot like that. She isn't Rei's biggest fan, but even if she hated her (and she doesn't, really; Rei just pushes her buttons something fierce) treating a pilot like that will not stand. It's a matter of principle for her, not friendship. That's just how Asuka works.
As for fics: Gob's played with it a bit, but the classic example is Once More With Feeling. There are plenty of others that explore the subject (including lemons that have the two hooking up, though those are OOC for both parties).
