No, during the second half it becomes an allegory for depression, and commentary on the human condition. Which is also apart of the whole deconstructionism of the mecha anime.

The genre is unquestionably Science Fiction (sub-genre super-robot -- this is Japan, after all); the miracles are accomplished by technological means, and genre tropes are laced through the show. Being crafted by a hard core fan, this is not a surprising outcome.

The topic at hand may be battling depression, but the language of the discourse defines the genre.

You could do the same sort of exercise with -- taking the first book on my shelf my eye lights upon -- Greg Egan's Schild's Ladder which is hard-SF about finding a meaning in life (actually that's the view from 20,000' for most of Egan's oevre).
