Watching episode 11 I noticed Rei uses some kind of jump jet/jetpack to cusion her fall. This anywhere else I missed?
I wouldn't this be used more often?

That's the only time we see that retro-rocket system. Neither Eva-00 nor any other Eva is seen using it again.

Hm...in the Proposal, Zeruel was replaced by Arael, who was battled in the air. Flying Evas? Maybe that propulsion system survived the massive proposal culling in the form of that scene.

Well, the only pilot to really learn how to use the ATF for more than defense is Asuka, and not until right before she dies. They really didn't have time to learn those cool tricks.

Eva's don't need to fly. They wouldn't be able to fly that far anyways, it's clear in Ep 16 (Leliel), that the umbilical cable only goes so far. So where the heck would the fly? And what's worse is that if they flew without their umbilical cable, because when they run out of power, they could drop anywhere, over the ocean and be lost to the bottom, in a volcano.
Flying is an unnecessary ability for the Eva's. Only useful to affect their momentum on the way down (just like when Rei used it). But, when you think about it, she didn't even need it because they've had the Eva's drop for way higher than what she did before (Ep 09).

Part of what I was wondering was following that. That was only about 150 feet [Maybe not, guesstimating with the eva's unknown size as a ruler is hard]. They've dropped off of planes and landed like cats.
It might just be a component added with the 00's total refit that they were testing.
