always use a mix of everything that rolls. planes can get expensive after bastards shootem down, so build as much as you want and send them in waves and sell the air field as you roll in the tanks.
I used China's Tank General cos I love their little sound bites rofl.

The thing I'm worrying about the most is the fact that Leang's forces come in a hurry. And her forces are massive! I've barely built 5 Laser Cannons for base defence and a whole horde of Tanks and those annoying QCs come in. Obviously, I'd be low on money at that point so I can only construct so many tanks for defence. And if that's not enough, she usually would send a whole horde of Aurora bombers come in. After that, about half of my whole base is ashes because the bombers can't be shot down when they go supersonic. Sending in a whole force isn't a good idea either - I tried that once with about 27+ Paladins with full upgrades, or a shitload of tanks with full upgrades; everything - from Tanks to the Ion Cannon, but somehow the enemy knows I'm coming and sends its Aurora bombers to take my incoming force out....
I've managed to beat Leang only once. Other times I cbf to verse her anymore...too much strategic planning.

I don't know if it's been mentioned yet (and I'm too lazy to check), but Ganondorf from Ocarina of Time was pure epicness.
And whoever said the bosses from Resident Evil 4 was dead on. El Gigante and Krauser are two of my favorite bad guys of all time.

I, too, nominate Kefka to be on the list. There's just something awesome about an extremely quirky yet devious villain that applies. He can be pretty easy if you're overleveled, though, but then again, anything in FFVI's easy if you're overleveled. What matters is his quality as a villain, really.
Let's see who else...
Lord Galcian (Skies of Arcadia) - You have to wait a long time to fight him and you wish you could before then, great visuals when you do, and he's a stone-cold bastard who cares for nothing but power over everything, no mommy issues or underlying pain either. I'd nominate Ramirez, but he does have underlying character issues.
Yukari Yakumo (Touhou Yoyoumu ~ Perfect Cherry Blossom) - Though I'm nowhere near good enough to fight her (yet), I've seen enough videos and heard enough commentary to know she's a great boss - a challenge and complex bullet patters that make you go "whoa". And you wanted more shmup bosses for the list, too, that's another reason.
There's probably more, but two nominations is enough.

"The End" from metal gear solid 3 gets my vote.That was epic,and scary!
I remember looking through the scope of my dragunov looking
for the glint of HIS scope.After 15 minuets of not moving in fear of being shot,I decided to relocate.
When I unzoomed from the scope he was standing right over me.
That scared the living shit outta me!Sneaky old fart.But will forever be my favorite boss.
P.s. If you shoot his bird,it'll piss him off and give him away.
