I'm surprised no one's mentioned Akira Ishida's dead-on performance as Kaworu's seiyuu. Kaworu would not be an easy character to get right. Ishida is perfect and makes the character endearing. Performance is just as important as the character's words and deeds.

Akira Ishida is one of the best voice actors I've heard in anime. I thought Kaworu was his best and his Shinobu Sensui Voice (YYH) was great too.

In my opinion, Kaworu is popular because the he's so ill defined that he's infinitely interpretable.

This means you can think of him however you want, from a biological weapon controlled by SEELE to an angel who falls in love with a human. Or anywhere in between.
Like I said, the interpretations are infinite.

He's the ultimate tragedy of Eva, in my opinion.

He is, seemingly, the perfect person, and the last desperate attempt to give Shinji happiness. He's essentially a Mary Sue character that didn't come off as broken. But just like the Angels, the person Shinji believed Kaworu to be was completely irreconcilable with human reality, and had to be destroyed. He was more than the last Angel; he was a fantasy of idealism that had to be abandoned if Shinji was to have any hope of having meaningful connections with real people; and that's why so many people like him, unfortunately. They idealize him and kind've miss the point, since most likely he was a conniving little shit that was just using Shinji. :P
