This is a tough question, especially since we don't know who will come back and who won't after 3I. First of all, we have to specify wether this is the Adam and Eve scenario where only Shinji and Asuka are de-tanged, or the "optimist" scenario where most people get de-tanged. Also, since many people who died shortly before or during 3I got tanged and were present during instrumentality (like Misato), it's quite possible that they'll be de-tanged afterwards alive and well. So, I suppose this means I'll have to make a list of who I'd bring back in each scneario:

Adam and Eve scenario: Rei, because if Shinji is the last man alive, having a second girl would definitely help in repopulating the earth. It wouldn't be fair for Asuka, but unfortunately fairness can't be a priority over sustaining the human race.

Optimist scenario B: Misato, but that's only assuming that dying during 3I made her otherwise ineligible for being de-tanged (which I typically do not assume).

Optimist scenario A: Assuming Misato is eligible for being de-tanged along with everyone else who died during/shortly before 3I (except maybe Gendo due to the his bizarre "death" / non tangification), and assuming that Rei is perma-dead at the end of EoE, then I'd pick Rei again, simply because I think she deserves another chance at life. She finally decided to stop being Gendo's puppet, and I think it would be great if she could experience a life where she doesn't have to work for someone's agenda or have pills shoved down her throat.

We see Misato not only in the Pre-Instrumentality sequence but also the actual Instrumentality sequence with the breakup lines. She was there.

I agree that Rei living would be nice, but Rei in both EoTV and EoE states or implies that she WANTS to die, sad as it is. Without knowing anything of the plot, I would watch that show just because it looks so freaking awesome.

Eva is already fucked up with Anno directing it. With him in it, oh THAT is exciting. Also, Anno meets Gendo, we can all see he based Gendo's appearence on his own to a degree.
