I don't know if I'd call stylistically simplified character designs for the background "animation screw-ups". Take a look at other scenes in the classroom. It's obvious they're not using the same design for some of the random nobodies in the background.

That isn't stylistic. That's pure QUALITY. Arms do not look like that.

Have you seen the way the rest of background characters are drawn throughout the movie? Main characters included? Would be one thing if they're inbetween frames but these are static.

Or is it that the arm, which is extending toward the camera, which lacks shading, seems like it's some super short arm?

this isn't Studio 4C production or anything. As far as I can remember most of the time the hands don't look... wrong

There's nothing wrong with the hand/arm, it's extending TOWARD the camera (you know, like how Asuka has a super short arm, but she's holding something so we know it's extending toward the camera). There are hokey bits of this style all throughout the movie. Kensuke, Toji, Shinji, during the far away shots in the streets, in front of the preservation plant's door, essentially, anytime one of those characters aren't the focal point of a shot and are in the background at a certain distance.

It would be one thing if it was just one scene (like Kaji's character design in the train station added for 2.22), but this is consistent throughout the movie.

Need to see the actual animation to tell about the arm, but the face and the dress also look kind of odd to me.
I never thought I would come back to Evangelion after EoE,
But I discovered Re-Take (or it found me?) and

No, the perspective is simply odd. It must have just been drawn wrong. She is a background character after all. Perhaps she was left like that because they thought that the audience would be more preoccupied with watching Shikinami and Hikari, not analysing the students in the background.
