I was thinking the other day about how hugely popular he is as a character but he has a very little time on screen. There's not that much merchandise for him as say Rei and Asuka but he seems to sometimes be the most popular

He was there as the ultimate bishonen with strong vibe of BL. The extra fujoshi (or potential fujoshi) fans he managed to draw in were countless. It did not need a lot of screentime for fujoshi to release their tremendous amount of creative energy to ship Kaworu x Shinji in doujin. I am very sure that Anno added this character precisely for that purpose.

Can't be even that much, can it? He pops up briefly to tang Shinji and then does literally nothing else I can think of until his cameo appearance with Rei post rejection. Unless you want to count the MPEs as Kaworu, which is a bit of a stretch.
Nothing is so valuable that it need not be started afresh, nothing is so rich that it need not be enriched constantly.

He's the dark horse character. He just pops up but makes such an impression in a short appearance that he becomes one of the most popular characters and appears on every bit of promotional material since.

I'd surmise he can't have more than 15 minutes, and it may even be under 10. He's only in parts of 24, and a little of EoE, and none of them are very long scenes that are actually on-screen all that much.

Kaworu's popularity I can understand, considering his role in the incredible episode that was 24'. He may have not had all that much time, but his role as a character was completed.
Mari on the other hand, continues to confused me. We didn't see much of her in NME and we really don't know much about her, other than the fact that she's hot and kind of crazy while piloting. Shouldn't the fans at least wait until her character is actually developed?

No, he's like Jango Fett, since Jango only pops up in one episode. Also, they make clones of Jango.. kinda comparably to how the MPE's could have Kaworu's soul or something around that. And above all else, they both get decapitated.
BTW, Jango is much cooler then Boba, considering the fact that Boba is the predecessor of Jango, and the predecessor is never as cool.
