It's the name of a seiyuu, not a character, so unless you happen to know the anime in which said seiyuu was put in the pictured predicament, it shouldn't be a dead giveaway.

The most famous in Japan anime circle is the "art" by seiyuu Kobayashi Yuu (Maria of MariaHolic, Clain in Fractale). She got the nickname of "grand master painter" because of her surrealistic take on the subject.
