Afraid not. They are both positron cannons, but they are not the same positron cannon. Go through and compare, you'll see that their designs are quite different.

The newer cannon had a more finished look to it, it wasn't exactly jury rigged like the one in ep. 5. It was actually meant for Eva usage from the start.

I'm reasonably certain it is the same cannon, albiet modified. It could of course be a different cannon of similar design. In either case, it is reasonable to assume that the firing prorocols would be the same.

As to why the seatbelt is needed? Well, the cannon(s) is sensitive to changes in the earth's rotation, but why the pilot needs to be stable is another matter. Perhaps it's a psychological effect?

Incidentally, what is you opinion of the "seatbelt" representing Shinji's insecurity and/or captivity in the Evangelion?

This conversation is getting rather interesting. On the first page The Eva Monkey posted the three together side by side in the naked eva test. On the previous page from this he again posts a picture of Misato coming into the plug from the side, the piece seen is too long to retract as is seen in a picture of the plug from the girls side, it's hard to believe this to be a seatbelt of any sort. My best thought is that it's a part of Shinji's plug and the plugs follow the pilots. Either that wasn't taken into consideration when Shinji and Rei were in each other's evas and therefore we get a continuity error, or the smell they have of each other is from the eva itself (possibly the reused LCL?) and they are in fact, within their own native plugs. I assume they keep their plugs, the shot of Rei using the canon would be a sort of reinforced plug for that particular mission.

Shinji seems to be of a personality that would feel safer in a plug with the added "protection"

They requisitioned it's use, they didn't confiscate it. Nerv has the time and know how to reverse engineer another's technology. And if they did modify it... that would be pretty heavy modification, they look nothing alike when you compare the two side by side. I think it's more probable that they just made their own. Besides, it's typically cheaper and quicker to build a new thing than to alter or refurbish an old thing.

I definitely don't think it's an animation error.

The seatbelt theory seems most plausible. It's a comfort thing that stems from the whole Misato driving scenes(with and without Shinji).
