Being fairly familiar with robots of a large range of sizes, "increase the capability of electric motors" is both far easier said than done, and pretty useless in building large mobile machines. Complaint actuators are a real necessity for high-speed movement over a certain size without ripping your robot to bits, and no high-power complaint actuators exist yet. The "walking tank" concept has been debunked so many times it's not worth discussing.its just no one has put the time or money in that sorta tech in order to build them, it would amount to nothing more with current technology then a encumbered tank. If they increased the capabilities of electric motors and battery capacity both could become reality with enough funding and making it worthwhile to send something so big on the battlefield.

Wouldn't be cost effective in comparison to growing EVA units on the cheap in a large lab somewhere and attaching and building restraints on them and armoring them up so they don't die as easy as us.

It could be very effective if made the right way. Something that big and humanoid could be very intimidating and serve to play as much as physical asset as physiologically intimidating one as well.

The problem with this logic is that the Evas AREN'T identical (meaning they aren't clones in the purest sense of the word). Assuming for simplicity's sake that Eva-01 is an Adam clone (since she looks exactly like one), compare her to Eva-03. Eye color is different, and nostrils are in a different location (WTF?). And take a look at Eva-02 -- absolutely wacky (four eyes, blue skin, indigo blood?).
The identical physiques doesn't make a whole lot of sense from the standpoint of "realism". (You'd be extraordinarily hard-pressed to even get a *perfect* clone to look exactly like its antecedent.) I get the feeling this is mostly about streamlining the animation process.
A shame, too. It would've been nice to see them take advantage of the opportunity to vary the Evas a little. For example, the "Production Models" are supposed to be optimized for combat, but this never comes across in any obvious way, besides the inexplicable "Eva-02 can get into a goofy diving suit and the others can't, lol". Solution: Make them totally ripped (i.e., physically specialized for kicking ass, compared to the "default"). Eva-02 should look like she's been taking testosterone supplements.
