That was the twelfth (of 36) videos in Khara's Japan Animator Expo which ran from last autumn to this autumn, showcasing many individual talents under Anno's guidance. Read about it here. On the official site, the first two seasons (of three) can no longer be watched; but they can be found elsewhere.

Yes, we have heard of it. It was apart of the Japan Animator Expo (more info here)
