Look at the show the male plug suit, the original scripts and the actual dialog used in the show all refer to him as MALE.

I think the whole Keel/Akira thing is just fanfiction, we can't and won't really know what happened unless Anno or Sadamoto feels like coming up with something and telling us. Thus far they haven't.
As far as the whole angel thing goes, we know that Zeruel and Sachiel are male...just for the record....because of that cute little Angel Kiss cartoon, I wish their had been more of those. Samshel is my favorite angel, she's so cute!
