They do make lots of cash with Naruto, but that doesn´t mean that they invest it in animation.
The animation budget of Naruto or shounen anime in general is always set pretty low.
Think like Evangelion´s were-almost-out-of-budget low.

Funnily enough, that shot of Sasuke was from an episode where they used a much higher budget than normal. On Naruto, when there's a big fight scene coming up between main characters, usually at the end of an arc, the animation quality noticeably changes. Every character immediately jumps into QUALITY territory as the animators try to make it look like they're moving fluidly in something like slow-motion. It's a cool effect while watching it, but once you start taking screenshots it looks completely ridiculous.
