This makes me laugh because I used to work for Walgreens and we always had "Back to School" signage every year that goes on EVERY endstand/cap. Company seems to not realize that we had a permanent Spirits endstand and a pregnancy test endcap. The "Get your flu shots!" sign in front of the Spirits one always amused me.
The Walmart thing just looks like someone, whether a worker or most likely customer, moved the sign on purpose.

That image has been making news. Wal-Mart's corporate office is trying to figure out what store it's from so they can ensure it gets fixed. I am inclined to think it's just a customer prank though.
