They're all offensive. A possible question is at what point does humour based on offensiveness become unacceptable - in this case my answer is that it has passed that point.

You're talking about flagballs. Their whole purpose is to take stereotypical perception of countries and wring a laugh out of it. It ridicules nationalism and people who think that humans from any country are somehow special (they're not). So no, they are not offensive* at all.

*Don't get me started on my opinions about the idea that nobody should ever feel offended, because this is the most misguided form of political correctness there is.

Normal flagballs i actually enjoy, sure its offensive but its not in an obnoxious or mean spirited way, this just feels like it crosses the line a bit :/
Also people have the right to be offended, they just dont have the right to infringe on other peoples rights because of it lest we all become tumblr.

Stereotypes are based on behaviour, calling anyone a monkey is not adhering to a stereotype, it's just an offense really. The other ones are stereotypes, very negative and distasteful stereotypes.
