I'd argue confused. She didn't expect him to take her up on it & if he suddenly did it would be such an out of character act for him that she'd feel wary & unsure of herself.
Either way, what she saw in Kaji? He was a flashy older guy with authority who actually treated her like a normal kid & not "one of the illustrious Eva pilots". Plus he was cute. What's not to like for a 14 year old girl undergoing puberty?

I suspect this was a mayor factor - it's implied that they spoiled her rotten ("I couldn't get half my belonging in there!") and she underwent extensive education/combat training. For most ppl at the third branch, she was probably first and foremost a million-euro investment that they totally forgot is a teenaged girl.
It doesn't help that she encouraged the "military asset" view of her and tends to become a pain in the rectrum if you attempt parenting her... to the point that none of these unrelated, stressed-out people ever did, until Kaji showed up.
Both Misato & the stepmother seem to have settled into a "professional distance" of sorts.

Maybe if he dumped her immediately after getting him some. In the short term it would probablly only validate her self-opinion that she is not only the best of the best, but irresistable to men as well.
Okay, presumably he would dump her once Misato was back in the picture and probablly never speak to her again, but countless teenage girls throughout the ages have had their their first crush on an older guy end in sex and goodbye, and most of them survive.

He projects an aura of 'cool manly man' but is revealed in the close moments we get of him to be a fairly sensitive and thoughtful guy. Happily, to a point - the acknowledgement and satisfaction from being wanted as an adult. But once things looked like they were going to go beyond feelings she'd have pushed him away saying he was a creepy old pervert. Only idiots fall for that game anyway. Kaji's not dumb enough to fall for a kid acting all grown up.
As I see it, for Asuka was always about giving off a certain perception: that of adulthood. Actually doing adult things was never on the table.
I kind of feel sorry for the older guy she allegedly dates at one point in the TV series. It would suck for him to have his "date" accepted for her to spend the whole time carefully (and outright bluntly if the matter was pushed) refusing any and all advances.
If she actually had sex, it would be out of character IMHO. It's funny because she's portrayed as flirty and sexy at times, but I really don't see her that way. It's all part of her outer self.

No matter how many moves he's got she's not going to be sufficiently relaxed and aroused to have a positive experience. Also she's thirteen. If anything busting out a bunch of moves on her would make it more painful and confusing, doubly so in light of all her hangups.
Asuka's character is very much informed by the disgust human beings feel towards other human beings (and themselves) as farting mucous generating apes, contrasted against the idealized fantasy.
There's already a slew of reasons why Kaji boning Asuka would be wrong that would apply to any relationship with that kind of age and power gap, but she has extra ones on top of that. Suddenly being confronted by the reality of the physical body, and not just any body but Kaji's body, would be incredibly destructive to her self image and well being. It might even make her suicidal.
