Who's the most evil anime character?

I search for this thread on all of the 14 pages of this section, and found nothing. Who do you think is the most evil character in anime? Go by actions alone, not a mindless demon or monster.

I would say Johan from Monster, or Dio from JJBA in my opinon. Dio made a woman into a zombie, then the woman ate her own baby alive, whilst Dio smiled while it happen. Also he mentally tortured and belittled Jonathan Joestar for seven years.

I guess I’d go with Johan from Monster. I can’t think of anyone else that even comes close to matching his level of evil.

Konata from Lucky Star, and that Uguuu bitch from Kanon.
Awesomely Shitty

Kato, the bad guy from Doomed Megalopolis. That guy was hardcore evil. I also nominate the entire cast of Shigurui, because they were all completely fucking psychotic.

 considering we have protagonists like Tetsuo, Asuka, Guts, and Akira/Devilman, I sometimes wonder whether villains are even necessary. Tho' I suppose Viral of TTGL falls into that category, at least for the first half of the show.

Speaking Devilman, Amon in the 3rd Devilman OVA was pretty crazy as a villain. He eats a little child just for kicks too.

Killer the Butcher from Zambot 3. He turns kids into human bombs, takes perfume baths and he really enjoys what he's doing.

Johann, definitely. I find Dilandau more insane than evil.

But he uses that insanity for evil, which makes all the more terrifying.

Johan for sure. Also, Hamdo from Now and Then, Here and Now was one of the first villains from an Anime to piss me off.

He's not exactly in control of that craziness of his. Not that I don't like him- I think poor Dilandau should have gotten to cut up or burn that wretched Van Fanel in revenge. Between those two, my money is on Dilandau, who is simply delicious. But Johann scores over him because he has far better control over his inner monster.

Hamdo! I totally forgot about that asshole. He definitely would have to be considered one of the most evil villains around.

Based on what I know of animu characters, here's what I'd say:

Butters  (or Professor Chaos technically speaking.)

Yazan Gable from Zeta Gundam. Most villians (not just in Anime) have some reason for their evil ways, but not Yazan. He was just such a dick.
