But who's going to buy those water coolers? I don't know about Japan but I only see them in offices, public buildings and so on, it's not something most people would buy for their home, why should a company or a public entity buy an Evangelion themed water cooler in place of plain one?

I think that at 1,575 yen that's for the panels to attach to your water cooler, not the cooler itself.
