I just saw the first episode's worth of the movie. Thoughts so far before I forget:
-The new intro is superb. I love the stylized style and I've always liked that music piece they chose to go with it.
-In at least one scene, they messed with the lighting when re-editing it for the film.
-The scene in which Lagann first uses the drill to push the Gunmen out of Jeeha was redone with new animation and a nice audio effect that simulates spinning by quickly panning the sound of the Gunmen's scream left to right to left to right.
-It was rather weird to see the number of Gunmen they encounter after Simon's Marshmallow Hell reduced to just one, which is killed off instantly.
I wish my OCD didn't require me to constantly check back to the original televised version whenever I feel they've changed something...
UPDATE: And for the rest...
-None of the rest of the film really made me feel anything in particular in terms of "Ooh, this is nice!" or "Dawww, poor Kamina."
-Countless characters are introduced over a musical montage that just screams "Here are some interesting stories that we're not going to show you. Buy the DVDs of the show to find out what happened!"
-They didn't change the art style for what little they showed of episode four. How odd.
-When Kamina scales the wall in the onsen scene, the girls are still there. Yoko ends up going all tsundere on him for spying on her. So it wasn't a trap? Were the Gainax characters not beastmen in this version after all?
-Yoko's topless scene had her hair covering her breasts in a way that was actually less revealing than when she was wearing her bikini top. Overall pretty pointless.
-Lord Genome's "I look forward to seeing you, Simon" line would be easier relate to Rebuild 1.0's ending if he weren't surrounded by monkeys throwing poop at each other when he said it.

Just to clarify, I've heard that Lord Genome doesn't say the "I look forward to seeing you Simon" line. Whoever the Anon was that said that, nice troll job of them to get people worked up there were GL/Webuild parallels. -_-

Yes it was.
One thing I forgot to mention: Viral surviving that enormous explosion in the movie makes no sense whatsoever, even by TTGL standards. No injuries at all and everybody else died. His survival is necessary thematically, but they could have at least put him somewhere else instead of having him unscathed by that enormous blast that he was in the center of.

To be fair, he kept on surviving in the series too. So much so it's a wonder why LordGenome even bothered making him immortal.

I just watched this. It was pretty good, although I wish they would have finished off with a battle against Lord Genome. Seems pointless to leave it for the second film. Overall, I liked it. I wish they would have updated the horrible episode four animation. And I felt Simon's epiphany to believe in himself was executed better in the series, but oh well. For the most part it was good, but I don't think I'll ever watch it a second time.

So I watched the film yesterday. While the new material at the start and end of the film (as well as sort of in the middle) was interesting and neat to watch, the middle section dragged on so much (it's just a recap after all) I had to fastforward through most of it.
I really liked the Opera-only version of Libera Me From Hell at the film's start, and thought the use of eyecatches as well as Simon & Boota walking along during the end credits was a nice touch.
Yoko's fight scene where she showed off her breasts was somewhat disappointing in terms of the action, not that because her hair was covering it (pervs :P ), but I was under the impression the battle was orchestrated with Yoko firing at Aidane from a distance, not that the General had her corned. I did like how she was telling Aidane like it was.
So yeah overall I felt this is a film that you should watch if you just feel like Gurren Lagann lite, not having to worry about sitting through all of episodes 1 through 14 (IIRC).
