So what, because he saved them once he has a carte blanche? That's not how it works
I mean personally I think the only way he could have prevented this was if he had not done his 10 minute retirement, if he had attacked together with Rei and Mari. The moment Zeruel had defeated EVA 01 (or that the battle started so late under such less than ideal circumstances) the earth was already lost because either Shinji gets it to activate
somehow or Zeruel wins.
But I don't think WILLE's reactions are the immediate results of his actions in 2.0 at all, but of the 14 years of struggle that followed after. That would make people bitter and irrational; Expecting them to act fair and rational is like bashing Shinji for being frightened and panicked during his early battles. There are exceptional people who will immediately do well in life & death situations & retain fairness in a warzone (Mari, for example; & she can come off loopy and callous due to those same traits) but statistically speaking, most of us would probably act more like Shinji or Misato

Q Misato isn't actually "using children", Asuka and Mari are her generals/subordinates older than the pre-timeskip bridge bunnies, & using the Wunder eliminates the need to keep feeding human sacrifices to EVA 01.
She seems to be the only one still working to save the earth, giving the refugees hope, organizing the resistance; Her leadership seems to be all that's keeping NEO nerve from destroying all. Or course they admire her, and as they hate Shinji themselves they wouldn't object to that.
Many people are more complex than all hero or all villain.
It is possible for Misato to be a legitimate hero to everyone else
and a cruel jerk to Shinji specifically. (and she still comes off softer than Ritsuko or Asuka; She's the one who couldn't bring herself to kill him when it mattered)
Like, George Washington was definitely a hero to many of his supporters; Refusing the kingship & trying to establish a country based on humanist ideals was without doubt a net positive - but I doubt his slaves thought he was a hero.
