As you can see in those two images, on Ramiels second shot, he grazes a previously untouched mountainside. The last beam was powerful enough to melt the mountain behind Shinji - I doubt the second one was much stronger. That means it changed position - while simultaneously drilling down to the geofront and remaining stationary. (Also supported by the official map, which has him change position between shots.)

Remembering that this wide shot existed would have saved me a lot of headaches in finding the positions.

Also yeah, that does make no sense either.
why does Eva have to be like that sometimes

But yeah, the zoomout shot of the beam firing clearly has it going directly over the lake
