Whether or not the Latin alphabet represents the sound that you're reading off of it depends entirely on the language, and English with its eight pronunciations of "ough" frequently tosses anything like regular spelling out of the window. It's a part of the price English pays for its remarkable versatility and adaptability, as opposed to say, German, where the letter combinations regularly correspond to a particular sound but which is so much more rigid on so many other things.

The Hindi short "a" is a more complicated case. It's dropped only at the end of words in Hindi unless it is explicitly marked as dropped in the middle of the word, but is pronounced in other languages unless marked as being explicitly dropped either in the middle or the end; particularly in Sanskrit which is written in the same script (Devanagari, which is an abugida ). It also does double-duty as an "e" sound when placed before an after an "h" consonant, courtesy of using the same script to transliterate Persian words that follow such a pattern and so (in Hindi) provides the only exception to the rigid one-to-one Devanagari letter-to-sound correspondence. In addition, archaic Sanskrit represents the same short "a" sound not as a Schwa (the sound of "uh" in English) as in Hindi, but as a short "ah" sound.

However, you're on the money with the sound in question. The Schwa ("uh") is effectively a "neutral" sound since it doesn't involve the tongue being positioned to create a clearly defined vowel, and it appears to have been the sound to drop or use as a placeholder as far back as the ancestral Proto-Indo-European language. Whether it's actually used as a "drop vowel" in present languages, however, depends entirely on the language in question and the script it's associated with.

Admittedly, my encounter with Hindi (and by extension Devangari) was very brief & scarcely went past animals and cooking ingredients. I'm not even positive I still remember any of the less common letters. At some point I thought I'd be nifty to be able to talk to my future in-laws but then the wedding fell through and with it, the motivation to do anything beyond "drag self to work" for the following couple of months... ^^°°°
