Rough google translate of relevant question in article:

Shigeto Koyama Takafumi Hori and confessed to wanting to work in this environment through Evangelion. Will you attend Evangelion Final?
TH: When I was in high school, I actually want to be aware of facilitator watching Evangelion, including scenes of You Yoshinari.
SK: At that time Gainax was extraordinary stuff, Daicon Evangelion movies up. It was there that he had to go to work! Evangelion has opened new perceptive for animation.
S: For my part, I subscribe to college but hey I did not know what to do with my life. My older sister then gave me lots of business brochures and animator seemed interesting. I kinda worked my drawing and then I applied in this studio Gainax what.
Evangelion 3.0 like I have not been up to, what I'll do on the Evangelion 3.0 + 1.0 is up my level. I will do my best.
SK: The production has not yet begun, it is not known when it will begin.

My guess is that it's still in pre-production. Or maybe they took a break for the animator expo when pre-production finished to prepare mentally for the task ahead?
I finally put something here!

From what I understand (in general, I know no French), they're waiting on Animator Expo to finish before they continue work on 3.0+1.0.

Not surprised based on Anno's words in October.
I mean, predictability is the central attraction and the narrative hook that we've all come to expect from the Evangelion franchise. How come Anno can't realize this? Twice? - FreakyFilmFan4ever

I think that it hasn't entered production at all is still newsworthy.

Honestly, that has just seemed obvious for quite a while now. Hopefully Anno will be ready to get down to it in the summer, after Expo, and we can look for a release later in 2016.

The dub will be published in 2020 in conjunction with the Q one...

Just in time foe when I'm back!
Okay, so in order:
  • Takafumi Hori and Shigeto Koyama decided to work in the anime industry thanks to Evangelion, since it was in their eyes the best in terms of animation that was ever made back then, and because Gainax was full of awesome projects. (kinda sad in light of Gainax's current state)
  • Sushio says that he feels he wasn't up to the task with 3.0 (that he could had be better), so for Shin Eva he wants to get to an even higher level. The way he says it it looks like he wants to surpass even Mitsuo Iso in Asuka's final fight in EoE! If the preview of Shin Eva is any indication, that's going to be really spectacular! :D
  • Shigeto Koyama confirms that Shin Eva's production hasn't yet begin, and that they don't know when it will.

Well, at least we now know that, when it'll eventually be released, we're in for some spectacular animation, surpassing even the level of Q. I'm looking forward to 2018.

Shin Eva being far from complete wouldn't have bothered me at all, but not having even started production is incredibly disappointing. I was hoping to see it theatrically sometime this year or the next but now I see that's not going to happen anytime soon.

Looks like Anno wasn't joking when he said it could take up to six years to get Shin Eva out. That's a little disappointing. But hey we have other stuff to look foward to this year.

What's disappointing is that June 6, 2015 (Shinji's 14th Birthday) would've been an AWESOME release date for the movie. Everything would've come full circle (2015 being the year the show originally takes place in. Eva's 20th anniversary. The completion of Shinji's story/saga in the Theatrical movies). Then they could've released the Blu-ray on the January 1st, 2016 (New Year's).

I was reminded when writing Afterwards that the dates of Jo and Ha are shown by analysis of on-screen calendars to be 2016 and 2017 - so a release of the last film late next year would not be inappropriate (if they can make it that soon).

What?

That's beyond ridiculous. That makes fucking 2001's three and a half year production time look speedy. There is no reason why it needs to take that long. I understand that production of a film takes time, but six years, or even four, for a two hour (probably) animated film is just superfluous. If Anno can pump out EOE in a little over one year, why does 4.0 need to take four, five, or even six times that, unless Anno finally realized that he wrote himself into a corner and just wants to put off making the finale because he knows he can't make it good and that the whole Rebuild effort wasn't worth it except for the money it made?
Among the people who use the Internet, many are obtuse. Because they are locked in their rooms, they hang on to that vision which is spreading across the world. But this does not go beyond mere ‘data’. Data without analysis [thinking], which makes you think that you know everything. This complacency is nothing but a trap. Moreover, the sense of values that counters this notion is paralyzed by it.

And so we arrive at demagogy. - Hideaki Anno, 1996

I'm hoping that meant six years from Q. And if "up to" is not strictly held to, a date in late 2016 or sometime in 2017 is still possible.

Hm. I really don’t know how to feel about this, really. Anima(tor) Expo is a hell of a ride, so I’d rather he not part from that. I’ve enjoyed every single one of his productions, so if he ditches Eva Shin all together, I’ll still enjoy whatever else he makes. If he waits until he’s ready before making Eva Shin, it’ll be the best thing to come from NTE so far.

And, uh... yeah. Pretty much.

@Guy Nacks- Once again I seem unable to complete my thoughts, but as Pwhodges said 6 years from Q.
This means that the latest it will release will be sometime 2018. Granted that is still pretty long being 3 years away.

If the Khara staff is downright screwing with their fans, I still see the winter 2015 release. If they are saying the truth, and they are.. Then late 2016 or mid seems reasonable. So it is likely it needs to take 4 years from Q at least. To put things on the positive side we only have a year to wait compared to being back in 2012 when Q was first released.

Also wasn't their some interview a while back saying that the story was done on 3.0+1.0 and they where waiting to start producing the film?
