What's the purpous of Pen-Pen's backpack thingie?

Ever since I first saw NGE, I never understood what that thing is for. Maybe it's some kind of experimental jet pack that he only uses when no-one is looking. Really though, what's that thing for? I can't even remember if we ever saw him without it. Maybe he's actually a robot, and that thing is where the batteries are stored. :o

It's been suggested that the pack is actually a cooling device. But I have no official proof to back that up. That makes the most logical sense.

Since Pen-pen lives in a refrigerator, I think it's safe to assume that the backpack keeps him cool while out and about.
