Bagheera that is a very very narrow view of the scene in psychological perspective.And i think psychology is very important in this scene because it tells us what Shinji's intentions are and how much can we actually *morally blame* him.
And secondly you can fuck the symbolism of locked door(either way someone explaned that very well previously I don't remember the name) when ,The psychological elements are intentionally given to judge Shinji and his act.

Though I am not using you as scapegoat.I was already planning to post(and I smelled a smell of biased view from your post.You literally wrote one the best psychological fanfic which I love to read,but you are not using it here.how nice.)this to replace the classical interpretation and give a modern one which can actually get to psychology of the scene rather than depending upon such symbolism which can misguide.

Also please read the whole post readers.Readers I have tried my best.and please if you read you can give me your views.And I have to use lots of chat bot.and websites.
Either way I will try to edit it every day to polish it as it is not perfect and has much of repetitions and lost of that "it is highly possible "and "plausible" which will give an illusion of less researched though as I said I am exhausted while writing.so yup please forgive me for that.
And also the primary reason due to which this post i framed was to defend Shinji from the very biased view like "he knew what he was doing" "it was an choice" when the situation is very very complex.
But reasons and points area still highly researched and very valid in psychological perspective.

So let me start from the start.(Please I am not english person so yup i am already sorry for my bad english).

PRE-ACT(I)

Shinji is desperate and comes to Asuka and asks for help *irrationally*.
(Now actually starts).

First of all you can easily conclude that Shinji is acting very irrationally.Asking a comatoes girl to help is something I don't expect from even a Shinji from episode 24'.And the main point is i can't even see a single pang of logic in his mind.Like come on compare it with his breakdown in front of his father in episode 1.He verbally attacks his father but then we are shown a pause(and his expression shows that he remembers something or logic)which is clearly a pang of common sense.In this scene rather than watching a pang of common sense we see frustration building up.Again irrational response.
This building frustration proves he is not thinking clearly or simply he cannot think clearly.Though he can have some idea(not having a clear picture)what is he doing while shaking her and long term concept of future like 'What is implication of shaking her','what will happen to Asuka in future' is something I see is compromised and in incoming will be completely compromised and also his concept of future is highly compromised till Pre-intrumentality.
(This gets seperated↓).
Now starts the actual problem.
Shinji Accidentally rips her hospital gown.Now We see Shinji's eye totally wide his body strains and... He freezes ... .We just saw Shinji having a *Complete Shock* .And what humans do in That situation? The flight or fight response is triggered.
But Shinji remains in the same position , literally same position with same expressions till the next frame is shown which is 7 seconds.But I suspect him for being frozen in that moment from 25(edit minimum is 15 seconds as due to his limbic system being highly aware he will easily get an arousal and can break the freeze even in irrational state) secs on minimum to 45(edit:nope even less)second or even a minute.
So what happens and what implication of this freeze is:-

1).“Now when we’re dysregulated – whether that be in hyper or hypoarousal – our prefrontal cortex – which allows us to think critically – goes offline, while our limbic system – which drives survival behavior by responding to threat with vehement emotion – takes over.”(forgot the source)
In this case Shinji's logical part is completely compromised.Which means during The freeze Shinji's moral compass is gone and not for a moment but prolonged time as he is plausibly in the same position for a long duration of time.

2).Dissociation.Shinji's mental state is (very severe and) not right at all.Shinji already has suffered an emotional collapse and is very close to a complete emotional collapse(the state which Asuka is in,hopeless).The coping mechanism is gone which is a very severe condition.He is suffering from severe anxiety and severe depression and dissociation is high.Dissciation is so high one can say Shinji is watching himself from a distance.

And also due to freeze in which pre- frontal cortex usually stops working his moral compass is also gone.

Though it doesn't means he has totally shut down.He has umm.. some idea of what his he doing but compromised by his mental state hence we can't watch any pang of logic.
Or he has awareness but the problem is it is highly plausible that the awareness in itself are like strands of thread which are not connected or fragmented.
One moment he understands and second he don't.

3).Add this with his past and his age.The age is very important factor.The pre frontal cortex which is the reason for moral compass and rational reasoning is not completely developed until age of mid 20s which means he is still underdeveloped and upon that such mental state and past is a tragedy.
And being at such ageline with such a abusive past where his brain has already developed to defend him from emotional hurt.

*It is highly plausible that his brain or primal instinct can easily over rude his mind to either protect him or under high stress ,what happened in the freeze is overload and lympic system is supposed to take control*

4).(New point) Sexual repression.We know that Shinji has held his sexual and emotional feelings for Asuka from a long time.In psychology "When there is no way to a connection ,the brain may choose fantasy as a 'safe' outlet".So what happened here is after total or high cognitive failure.Shinji might have pushed himself either way because as said in the post that the awareness is mostly without rationality.Which means if he is doing that he is not understand that he can damage Asuka or he can damage himself through that act.And being in such state and fragmented reasoning,which will be again pushed down by the his own depressed feelings and the state of despair and primal urge to extinguish it

Is He Conscious of His Act?

TO EXPLAIN LOCKING OF DOOR, It's mind boggling.

In such state of mind when when you can not think properly thing which are primal or simply memory and muscle memory is still prevalent.
But locking of door something that still makes confuse.As most of the elements tell us that Shinji has very high compromised awareness about his actions till post-act.Though since it's even ambiguous for me i am letting it upon you but the point are still valid.

So one possibility is that:-
1). Habitual / muscle memory

Shinji likely had a repeated behavior pattern of locking doors when engaging in private acts (e.g., masturbation).

But We know his brain at that moment is between conscious and subconscious.

For Shinji, sexual fantasy about Asuka was already a known escape from pain and not only a an *escape* but rather his *longing for her* .

POST-ACT:-

First of all we don't have a single idea how much time Shinji takes to watch his wet hand after the climax or for how long is Shinji watching his hands.As immediately after the climax breath happens ("*Hagh-u-hah*").We are immediately shown his wet hands.
Which according to biology is not possible.How can you watch your hands immediately after climax which happens in literal milliseconds.

The freeze have the ground for action by shutting down his prefrontal cortex and giving the way to his primal instinct or limbic system to take actions and make him aroused automatically .He locks door which this case show fragmented awareness.As even after you move to break the freeze,your prefrontal cortex can still take time to become aware again and this time was again delayed by the primal instinct and urge as the action already started.He has already dissociated.And his long term future concerns like "What will happen to Asuka","I am doing it but what is it's proper implications?" "How will people react after the act"," They are watching me through surveillance camera" ,"Asuka will never talk to me","Misato will watch me as an raper" these long term concerns are easily replaced by short term concerns like "What if someone watch me during act" which is again mostly out habitual action rather than an deliberate planning.
Shinji during the act completely dissociated meaning having no idea for his actions.Like come on if he had idea why the fuck would he do that?desperation is something that can force but still he can't cum until he perceives no danger to others(he couldn't even get a boner due to guilt)as "I am afraid of hurting other's more than hurting myself" and it's written by Anno hidyeaki himself.But it doesn't means he has been totally dissociated.Door even if being an habitual action still means fragmented reasoning and awareness which means he has atleast some idea enough to lock it under habitual though that said lock creates ambiguity as I don't know 'why he did it' and I am confused.And at last I don't know how much time he took understand his actions.But i guarantee that 20 or 25 seconds are on minimum.And his reaction is genuine.

1).Choice is an illusion.At such state of mind the a choice will be mixture of conscious and subconscious selves.Which means even if has some idea he genuinely can't controle himself.
2).That Shinji used her technically.Offcours uses her.But that use is *technically using her* ok *technically* .If we come to actuall charcter intentions.His intentions are already very semi-automated and it is dubious to understand how much though I made as much as effort I could to tell.
3).he doesn't knows clearly what he is doing and probably has an blur idea.He locks door.But even that's more of an impulse or habitual action. His reasoning is totally(or highly)impaired at that moment likely due to the freeze he siffered.The concept of future after the prolonged freeze is taken away.He can't understand "What will my actions will have prolonged affect on Asuka?""How will Asuka react""how much damage will Asuka get from this" the long term implications.But is rather focusing on short term implications.
(Offcourse this get seperated).
4). The locking of door doesn't means the actions after that are his logical reasoning.A simple shit symbolism can't contradict my this big analysis.
Locking of door is an primal and habitual urge.Since the action is related to masturbation offcourse locking of door is something that will come in even subconscious mind immediately.

Though if it's intentional or not still remains ambiguous as most elements is against that it is intentional and much are with habitual action with primal instinct and to save himself.

It can also question

some Narrative based biases which writers use to increase the impact of the dialogues and narrative to make them confi there bads.

For example Asuka is using the same scene to say that he didn't tried to understand her.Which in actual doesn't makes sense.You are literally using an mostly automated action to actually blame him of not understand her on an human level.
When in the scene he is mentally unable to do that.Just having threads of logic which are mostly overridden to sooth.


Final verdict.
You can blame Shinji.The act is done by Shinji.
But the blame is *Very Highly Mitigated*.
As he might have consciousness about his actions.But even that consciousness might be just 5 steps ahead the quarter of his consciousness.

Or

to simply his actual conscious action can be from 20-25% or even 35% on max and after that is automated by his past age ,situation and mental state.

And also the let's say the 35% is offcourse biased towards sooth Shinji or that 35% of Shinji might be biased towards sooth himself.And the freeze+dissociation+Mental state+action of limbic system+age provided a proper ground for the act.
Another thing that might tell that Shinji's actions was mostly reflex is that he didn't touched Asuka.He just touched himself.Off ourse the line seems poignant.But when dug deeper you will understand why I am writing it.

So as I told in my previous post about importance of freeze which can completely shut down the function of pre-frontal cortex.And as I said Shinji might not break the freeze till 20(or 15)to 45 seconds(though even less since his limbic system is highly aware he will get a arousal very quickly) where 25 or 15 seconds can be the most accurate timing noting his past ,his age, his amount of shock and previous sessions.And as Shinji's mental state was already very bad and the pre-rontal cortex is not developed due to his age as it develope fully in mid 20's hence it is easier to off it in high stress, emotional or survival overload case.And it can also persist as Shinji is in the same position for 7 seconds on minimum by the scene itself.

Now first of Shinji's lympic system itself knows that Asuka is not deadly threat since it is highly aware.And also lympic system can also regard the overwhelming loneliness, rejection, or despair as if they were survival-level threats.
And since Shinji's coping mechanism is gone and he is also verge on total emotional collapse.His brain is indeed primal and will naturally make his mental safety before others and hence you are watching him shaking Asuka inhumanly (irrationally) when we have multiple moments of Shinji showing genuine concerns for her safety and wanted to understand her as an person and help her.

Well, I think Anno's intention with the scene was exactly what you described, but it didn't affect me that way because the first time I saw EOE I didn't know about this context of war between Anno and the Fans :D, for me this scene just continues to be Shinji just climbing the list of people who did things that I wouldn't consider cool.

Edit:- It's just u just get frustrated like how people are wrong about scene.Psychology matters because it is unit of blame here.But that said people usually ignore it and just try to use narrative and theme here which right for thematic purpose but offcourse messes up chqracter intention which is gone in itself due to semi-automated nature of the act.
